Regarding Brazil, the exclusion is not a Devpost policy, but rather a restriction we are forced to implement due to the legal situation regarding skill-based contests (i.e. hackathons) in Brazilian law. Brazil is a territory that has very strict competition laws which is why we have been advised to exclude them. Competitions held in Brazil would need to be registered with the CEF — this process would require fees associated with the registration, attorney fees, and strict regulations around allowing Brazilians to compete against other Brazilians.
